Introduction
The Government of Mongolia established the Japanese Grant Aid for Human Resource Development Scholarship (JDS) by the assistance of the government of Japan in the year of 2001.
The objective of the JDS is to support human resource development in Mongolia by targeting, young potential leaders working in the government, private sector or research institutions, who are expected to participate in social and economic development planning in the 21st century. Another important aim is to have JDS Fellows contribute to extending and enhancing bilateral relationships with Japan. JDS Fellows are expected not only to acquire specialist knowledge at higher education institutions in Japan, but also to establish research and human resource networks to actively engage in practical improvement of social and economic development issues which Mongolia might confront.
JDS is now inviting applications from persons interested in studying Master’s course in Japan. Twenty (20) scholarships for English course and Japanese course in total will be provided in the year of 2007.
Feature of JDS Program
Qualifications and Requirements
Nationality: Must be citizens of Mongolia.
Age: Between the age of 22 and 34 (as of April 1st, 2007).Born on/after April 2nd, 1972 and born on/before April 1st, 1985.
Academic background: Must hold a bachelor’s degree from university authorized by the Government of Mongolia or other country. Applicants in Law field are preferable to hold a bachelor’s degree in Law or equivalent. Applicants in ICT field must have high knowledge on ICT and they are preferable to hold a bachelor’s degree in concerned filed or to have work experience on ICT.
Work Experience: Must have work experience in the relevant fields for more than 2 years (full-time basis) as of October 17, 2006. Part-time job or full time work before graduation of university (first university if applicants graduate more than one) are not included as three-year work experience. Period of leave from work are not included as well.
Language Proficiency: Fluent in English (minimum TOEFL 500 or equivalent)
Health: Applicants must be mentally and physically in good health
Ineligibility:Applicants cannot apply;
If they are currently awarded or are scheduled to receive any other scholarship such as the Government of Japan (Monbu-kagakusho) scholarship, a scholarship from other country, a scholarship from a private-sector organization, etc.
If they have already taken a master’s degree in a foreign country with scholarship from the government of Mongolia, Japan or any other country.
If they are military personnel and military civilian employees registered on the active list. Personnel on temporary leave from the active list shall also be INELIGIBLE for admission (Personnel in compulsory military service are eligible).
Others:
Applicants MUST return to Mongolia after the graduation to contribute to the development of Mongolia with acquired knowledge and skills after completing their study in Japanese universities.
The Government of Mongolia will have the fellows sign a pledge to follow the conditions deemed necessary as scholarship fellows under the JDS Program. If a fellow violates any article of the pledge, the scholarship will be canceled and other necessary steps will be taken.
Successful candidates must attend Pre-departure Japanese Training in Ulaanbaatar for about 2 months from April 2007. In case that he/she cannot attend the training or if he/she cannot leave for Japan by the appointed date, the scholarship shall be canceled automatically.

Application Procedure
“Applicant’s Guideline” is available until October 17, 2006.
Applicants must fill out an Application form and prepare required documents.
Application form and required documents (e.g. university certificate etc.) must be submitted by hand or postage to JICE JDS Project Office in Mongolia. Submission period of applications: From 2nd of October until 5:00 PM of 17th of October 2006.
Application missing the deadline or incomplete documentation shall be considered as INELIGIBLE.
Applications will not be returned by any reason.
Selection Procedure
First Selection
All applicants must take ITP-TOEFL organized by JDS Office
Date and place: November 4 in Ulaanbaatar
Result: All applicants will be notified the selection result in the early of December, 2006.
Applicants only for Business Administration are required to take a short written mathematics test on the same day of TOEFL examination.
The test consists of basic algebra, logic and economic problems.
Second Selection (Documents screening & Medical Check up)
Application documents will be examined by professors of accepting university.
All applicants will be notified the selection result in the middle of December, 2006.
Successful candidates are required to take a medical check-up at the designated hospital.
Third Selection (Interview 1)
Interview 1 by professor(s) of Japanese university will take place in Ulaanbaatar in late January 2007.
All applicants will be notified the selection result within one week after the test.
Final Selection (Interview 2)
Interview 2 by the Operating Committee members of JDS program will take place in Ulaanbaatar in early February 2007.
All applicants will be notified the selection result by middle February 2007.

Application documents
A full set of documentation includes an application form and all other properly certified documents. Applicants presenting incomplete documentation will be considered as ineligible. Applications will not be returned.
Selection results
Selection results will be informed from JICE JDS Project Office only. Any inquiries on the results shall not be accepted.
